Cumhuriyet’ten günümüze halk eğitim merkezlerinin gelişimi

Abstract

Cumhuriyet’in kuruluşundan günümüze kadar eğitim alanında gerçekleştirilen bütün önemli hamlelere karşın, örgün eğitimin toplumun tüm katmanlarına ulaşamadığı görülmektedir. Bu nedenle, Cumhuriyet’in kuruluşundan günümüze halk eğitimi ve halk eğitim merkezleri sistemin eksikliklerinin giderilmesinde önemli bir fonksiyona sahiptir. Araştırmada, planlı dönem ve planlama sonrası dönem olarak analiz edilen halk eğitim merkezlerinin ilk dönemi okuma-yazma seferberliği ve ulusal entegrasyon politikaları için işlevsel olurken, ikinci dönemi ise sanayileşme ve güncel ihtiyaçlar doğrultusunda şekillenmiştir. Bugün halk eğitimine ayrılan bütçe MEB'in toplam bütçesinin %5'idir ve bu da bu merkezlerin önemli problemlerle karşı karşıya kalması sonucunu doğurmaktadır.

Although successfull results of public education movement in era of Republic of Turkey, formal education couldn't reach to all overlays of society, as it seen. Therefore, public education and public education centers have very important functions to make up the defecencies of the system since founding of Republic of Turkey. In this research, public education centers had been analyized in the light of two periods which are planned- period and post-planned period. In the planned period, it has writing-reading and entegration to nation functions, secondly in the post-planned period it changed according to industraliztion of Turkey and recent needs. Today, seperated budget for public education movement is just 5% of total budget of Ministry of Education and therefore those centers are facing important problems.
